Achieving the EU's climate objectives will require emissions reductions across a wide range of sectors, including industries where decarbonisation remains particularly challenging. Within this context, Carbon Capture and Storage (CCS) is increasingly being considered alongside electrification, renewable energy and energy efficiency measures as part of Europe's broader approach to decarbonisation. CCS may play a role in reducing emissions from sectors such as cement, chemicals, refining, steel and other energy-intensive industries.

As interest in CCS grows, attention is increasingly turning to the infrastructure needed to connect industrial emitters with transportation networks and permanent storage sites. Many stakeholders view the development of CO2 transportation infrastructure and markets as an important step towards enabling cross-border cooperation and supporting the emergence of an integrated European CO2 value chain.

At the same time, questions remain regarding infrastructure planning, financing, investment certainty, regulatory frameworks and coordination between Member States. Stakeholders also hold differing views on the role CCS should play within Europe's broader decarbonisation strategy and on how costs and responsibilities should be distributed across the value chain.

Against this backdrop, the European Commission is expected to publish its CO2 Transportation Infrastructure and Markets Package by the end of 2026, providing an opportunity to address some of the policy and market challenges associated with the development of a European CO2 network.

Join this Rapporteur In-Person Policy Debate to discuss how Europe can develop CO2 transportation infrastructure and markets that support industrial decarbonisation while balancing climate objectives, competitiveness and investment needs.

Questions to be addressed include:

- What role should CO2 transportation infrastructure and CCS play in the EU's broader decarbonisation strategy?

- How can the EU support the development of an integrated CO2 value chain connecting emitters, transport networks and storage sites?

- What regulatory, financing and investment conditions are needed to facilitate infrastructure development and cross-border cooperation?

- How can policymakers balance climate objectives, industrial competitiveness and cost considerations when shaping Europe's CO2 transportation and market framework?
